Grant Assistance for the Grassroots Human Security Project in Malaysia 2014

The Government of Japan has decided to extend the Grant Assistance for the Grassroots Human Security Project to two Malaysian NGOs, and the grant contract between the both sides was signed on 25th Mar 2015.

1. The Project for Purchasing a Vehicle for the Special Needs Learning Centre (SNLC) and the Vocational Training Centre (VTC)

 

Recipient:

Archdiocesan Office for Human Development (AOHD)

Overview:

The main aim of the project is to purchase a ten-seater van used for the purpose of transporting children and students with autism at the Special Needs Learning Centre (SNLC) and the Vocational Training Centre (VTC), respectively located in Kuala Lumpur and Petaling Jaya, between their home and the centers as well as for extracurricular and vocational training activities.

 

Details:

The Recipient has been operating the Special Needs Learning Centre (SNLC) and the Vocational Training Centre (VTC) for a recently increasing number of children and students with autism in Malaysia. The Recipient provides children at SNLC with the elementary education, gardening skills, instructions regarding social life and feeling expression (such as teaching art and offering opportunities to appreciate creative works), while providing students at VTC with instructions regarding social life, vocational training (including cooking and tasks with personal computers) as well as guidance to promote the construction of good human relationship. However, the public transportation system has not been enough developed in Malaysia. In addition, the Recipient does not possess any vehicles that are necessary for transporting children and students, thus the Recipient is currently not able to fully offer them the physical education, recreation, life work training including shopping, volunteer activities including the collection of waste materials, and work internship experience. Given such a situation, the Recipient aims at purchasing a van in this project to solve the problem.

2. The Project for Enhancing Programs and Services for the Aged Population

 

Recipient:

Federation of Reproductive Health Associations, Malaysia (FRHAM)

Overview:

For the elderly (aged over 60 in Malaysia) and local population interested in the ageing society, the Recipient will support the development of two new training programs and the implementation of the pilot programs (held in five areas and ten times in total) regarding “health and hygiene” as well as “maintenance and promotion of the participation of aged population in the community”. This program aims at supporting the aged population to live healthily independent of caregiving provided by others, and to enlighten them to keep participating in activities of the local community.

 

Details:

The proportion of the population aged over 60 is estimated to reach 12.5% in Malaysia in 2025 (7.8% as of 2010). The Government of Malaysia has been carrying out a research of the system to realize the society where the elderly can live safely. However, the infrastructure including the welfare facility for the aged population is still under development in the country. Therefore, it would become more important for such population to live healthily by not merely depending on the social infrastructure, and for the local society to maintain and promote the participation of such population in the community.

The Recipient as a Malaysian branch of the International Planned Parenthood Federation (IPPF), a renowned international NGO, has made many notable contributions for over the last fifty years in a variety of fields such as reproductive health, family planning, protection of human rights of women, prevention of the spread of AIDS/HIV, elimination of domestic violence in cooperation with the Ministry of Health of Malaysia.

This project aims at enlightening the development and promotion of the programs that will contribute to both the coexistence of the aged population and local community, and to promoting health of such population based on the opinions of experts in order to deal with the challenges of the ageing society by making best use of knowledge accumulated from the Recipient’s experience thus far.
