マレーシア道路交通局（JPJ）による外国運転免許の切替え停止

○マレーシア道路交通局（JPJ）が、本日5月19日（月曜日）より、外国の運転免許証からマレーシアの運転免許証への切替え手続きを停止すると発表しました。
○在マレーシア日本国大使館は、マレーシア道路交通局に発表の事実確認など詳細を確認しています。道路交通局から確認でき次第、領事メールや大使館HPにてご案内いたしますので、今後の対応についてはいましばらくお待ちいただくと共に、引き続き、今後の発表にご注意ください。

マレーシア道路交通局（JPJ）は、外国人を含むコンプライアンスと交通安全基準を強化するための措置を発表したい。
ご承知の通り、JPJは現在、特定の申請者について外国免許からマレーシア免許への切り替えを認めている。
2025年5月19日より、外国運転免許証からマレーシア運転免許証（LMM）への切り替え申請はすべて廃止される。
マレーシアの運転免許証が必要な外国籍の方は、すべてのマレーシア人が受けるのと同様に、現行の手続きに従って免許証を取得するための手続きを受ける必要がある。
ただし、以下の申請者はこの手続き変更の影響を受けません：
i. 外交団に所属する個人
ii マレーシア・マイ・セカンド・ホーム（MM2H）参加者
iii LMMを取得する前に外国の運転免許証を取得したマレーシア国民
マレーシアに12ヶ月間未満の一時滞在をする外国人は、以下の対象となる：
i. ジュネーブ道路交通条約（1949 年条約）及びウィーン道路交通条約（1968 年条約）の締約国出身の個人については、関係国当局が発行する国際運転許可証（IDP）を使用して、運転することができる。
ii ASEAN諸国の国民については、ASEAN諸国が発行する国内運転免許証の承認に関する協定（1985年）の規定に沿って、出身国の運転免許証のみを使用することが義務付けられている。
この改善は、交通安全面の改善及びガバナンス強化、政府サービスの質を向上させるというマダニ政府の努力と公約のひとつである。

JPJ IMPROVES APPLICATION FOR FOREIGN DRIVER'S LICENSE CONVERSION EFFECTIVE 19 MAY 2025
PUTRAJAYA, 16 MAY 2025 - The Road Transport Department (JPJ) of Malaysia would like to announce measures to tighten compliance and road safety standards involving foreigners.
As everyone knows, JPJ currently allows applications for the conversion of foreign driver's licenses to Malaysian Driver's Licenses (LMMs) involving certain categories of applicants.
Effective 19 May 2025, all applications for the conversion of foreign driver's licenses to Malaysian Driver's Licenses (LMMs) are discontinued.
Any foreign national who requires a Malaysian Driving License is required to undergo the procedure to obtain the license as per the existing procedure, as all Malaysians go through.
However, the following categories of applicants are not affected by this change:
i. Individuals under the diplomatic corps;
ii Malaysia My Second Home (MM2H) Participant; and
iii Malaysian citizens who obtained a foreign driver's license prior to holding an LMM.
Foreign nationals who are in Malaysia for a temporary period of less than 12 months, are subject to the following:
i. For the Contracting Countries to the Convention on Road Traffic 1949, Geneva (1949 Convention) and the Convention on Road Traffic 1968, Vienna (1968 Convention), individuals from the country concerned are allowed to drive using an International Driving Permit (IDP) issued by the authorities of the Contracting Countries concerned; and
ii For citizens from ASEAN countries, the individual is only required to use the driving licence of the country of origin, in line with the stipulations under the Agreement on the Recognition of Domestic Driving Licences Issued by ASEAN Countries 1985.
This improvement is one of the efforts and commitments of the MADANI Government to improve road safety aspects and strengthen governance as well as improve the quality of Government service delivery.
