1. Continuation and further reinforcement of quarantine measures
(1) Measures requesting all cross-border travelers to submit a certificate of pre-entry testing result within 72 hours prior to departure and conducting test upon arrival, which have been decided to be in effect until the lifting of the state of emergency based on “New measures for border enforcement (5)” (January 8, 2021), will remain in effect for the time being. 
 
(2) The following quarantine reinforcement measures will be conducted as soon as they are ready.
(1) Those who do not own a certificate of negative test result will be denied entry into Japan in accordance with the Quarantine Act. Accordingly, airline companies are requested to reject boarding those without one.
(2) The installation of video call and location-based app and the authenticity of contact information on the “Written Pledge” are to be checked upon arrival in the restricted area of the airport. 
(3) In implementing (2), those who do not own a smartphone are requested to rent one.
(4) All cross-border travelers are requested to specify the transportation means (reserved train, private car, etc.) in the “Written Pledge” to be submitted to the Quarantine Station.
(5) “Health Monitoring Center for Overseas Entrants” is established under the Ministry of Health, Labour and Welfare to conduct monitoring for all cross-border travelers for 14 days after entering Japan to confirm location data (every day), to check the situation by video calls (every day) and conduct visits in case the contact is lost for more than 3 days.
Note: The follow-up contents will be reinforced and the target scope will be expanded from the existing health follow-up system for the travelers from countries/regions with community transmission of coronavirus variants of concern.
(6) Real-time RT-PCR test will be conducted, instead of the quantitative antigen test, for travelers from countries/regions with community transmission of coronavirus variants of concern after staying for 3 days at the facility designated by the Chief of the Quarantine Station. 
(7) To ensure appropriate implementation of quarantine measures, the number of passengers on aircraft arriving in Japan, including those from countries/regions with community transmission of coronavirus variants of concern, will be restricted and the total foreign arrivals will be controlled.
 
2. Request to refrain from making short-term visits to countries/regions with community transmission of coronavirus variants of concern
    While the travel advice “Avoid All Travel” has already been issued for level 3 countries/regions with the travel advice and warning on infectious diseases, short-term visits to countries/regions with community transmission of coronavirus variants of concern, particularly those with the intention of returning to Japan, is strongly requested to be avoided.
