COVID-19 Latest Visa Application Information

●Due to difficulty in accommodating all visa applications immediately, it is advised for applicants to plan their visa application well ahead of time, and for flight bookings to be further ahead of planned visa application date as processing may extend further than projected processing period.
 

For people who plan to enter Japan from Malaysia

On 6 April 2022, the Government of Japan decided to relax some of border security measures against the spread of Novel Coronavirus infections by introducing the following measures which will be implemented on 8 April, 2022. 

1. Suspension of visa exemption measures will remain in place until further notice (including Malaysians) and all foreign nationals are required to obtain visa before entering Japan.

2. The effect of pre-clearance granted by the Japanese Government to APEC Business Travel Card (ABTC) issued by the following countries and region is still suspended:
 
Australia, Brunei, China, Chile, Hong Kong, Indonesia, Republic of Korea, Malaysia, Mexico, Papua New Guinea, New Zealand, Peru, Philippines, Russia, Singapore, Taiwan, Thailand, Vietnam

3. Malaysians and foreign travelers from Malaysia need to obtain visa before entering Japan. 
Based on the New Border measures (27), from 0:00 am (JST) on March 1, 2022, new entry of foreign nationals into Japan under the supervision of receiving organizations is allowed, except for those for tourism purposes.
In principle, the receiving organizations located in Japan must complete prescribed application in the Entrants, Returnees Follow-up System (ERFS).

Foreign nationals eligible to this measure:

(1) Foreign nationals newly entering Japan for a short-term stay (less than three months) for business and foreign nationals newly entering Japan for a long-term stay (COE holders for employment or studying in Japan and etc.).

(2) Foreign nationals staying for the purpose of the abovementioned category (1) who have receiving organizations for supervision located in Japan.

Please ask your receiving organization/ company /university/ school to refer to this link on how to register for the ERFS certificate.
 

Exceptional circumstances that do not need to register with ERFS system

However, Foreign nationals newly entering Japan who fall under any of the following do not need to register with ERFS system;.
  • Spouses/Children of Japanese Nationals
     
  • Spouses/Children of Permanent Residents
     
  • Spouses/Children of Long-Term Resident
     
  • Certificate of Eligibility(COE) with reference code “1584”
    (Those who had residence status in Japan before but already expired and their university/employer applied for a new COE for them).
     
  • Certificate of Eligibility (COE) with dependent status
    COE holder with dependent status who are being separated from husband/wife in Japan (effective from 19 January 2022).
     
  • Permanent Resident whose re-entry permit has expired
    If you are a permanent resident whose re-entry permit has expired but wish to return to Japan during the travel ban, you may be able to apply for the following measure.
     
  • Humanitarian Reasons 
    Humanitarian circumstances, such as death of family member, take care of terminally ill family members, accompany minor to Japan.

Application for visa must be made by the applicant him/herself at the Embassy of Japan or Consulate General Office within jurisdiction over the area in which the applicant resides:

Consulate-General of Japan (Penang)
Cover Area: Penang, Kedah, Perlis, Perak, Kelantan, Terengganu

Consular Office of Japan (Kota Kinabalu)
Cover Area: Sabah, Sarawak, Labuan

Consular Office of Japan in Johor Bahru has been closed since end of 2014.
 

Visa application guideline under ERFS system

STEP 1 Kindly email us at visa@kl.mofa.go.jp with the information stated below before we can advise you accordingly.

(g) Email a copy of the certificate for completion of registration to the Entrants, Returnees Follow-up System (ERFS)

(h) If you are a foreigner living in Malaysia, copy of your Malaysia long term visa

Please do not email us visa documents except for the required details stated above, copy of your ERFS, copy of your COE if applicable.
 
 
STEP 2 If the information given is complete, we will proceed with your visa appointment arrangement. Please do not send multiple emails for the same inquiry/purpose as it will delay the process to respond. 
 
STEP 3 Upon receiving email confirmation on your appointment, please submit all original visa application documents to the visa counter on the date and time given.
 
STEP 4 After you have submitted your visa application documents at our visa counter, it will take approximately 5 working days to process provided that all the required documents above received in complete. Do not purchase your flight ticket before obtaining your visa. Please note that it might take a longer time to process if the Consul request for additional documents after checking the submitted documents (if deemed necessary). Appointment to collect the passport will be informed upon submission and if you are unable to come on the date and time given, please discuss with the person in charge at the counter to collect your visa later.

All entrants to Japan, regardless of nationality or visa status, need to provide (a) a negative PCR Test Certificate (b) Individual Written Pledge (c) to be quarantined for 7 days upon arrival (Please refer to the Ministry of Health, Labour and Welfare Japan website for details). 
 

Regarding Quarantine (updated on 24 Feb 2022):

1. For those who has completed their booster shot with Moderna or Pfizer, quarantine is not required.

2. For those who has completed their two dose of vaccination with Pfizer, Astra Zeneca or Moderna, 7 days of quarantine is required. However if they submit a negative test result to MHLW on or after third day from the entry to Japan, home quarantine can be shorten after the MHLW confirms the test result. This is voluntary and not compulsory.

3. Those who are vaccinated with other type of vaccine /unvaccinated travelers has to quarantine for 7 days. However, if they submit a negative test result to MHLW on or after third day from the entry to Japan, home quarantine can be shorten after the MHLW confirms the test result. This is voluntary and not compulsory. 

4. Japan Government only recognize:

1. Use of public transport from airport to own residence or accommodation is allowed within 24 hours after receiving your negative test result at landing airport.

Frequently Asked Questions

Q. Can I apply for a visa to see my fiancé or register my marriage in Japan?
A. No. We cannot process temporary visitor visa at this moment if you are not legally married.

Q. Can I apply for a visa to attend my son’s graduation in Japan/ to visit my son who is studying/working in Japan / to accompany my son to Japan for his studies?
A. No. We cannot process temporary visitor visa for visiting friends, family or relatives at this moment.

Q. How can I obtain a Certificate of Eligibility (COE)?
A. The COE should be applied by your spouse/ employer/university in Japan at their local Regional Immigration Services Agency. Please inquiry directly with Immigration Services Agency regarding the procedures and requirement to apply for COE.

Q. My COE issued in June 2021 and I couldn’t travel before it expires in September 2021. Should I apply for a new COE?
A. The validity of COE issued between 1 January 2020 and  31 January 2022 will be extended until 31 July 2022. And, COE issued between 1 February 2022 and 31 July 2022 will be valid within 6 months from the issuance date.

Q. I am vaccinated with two dose of Sinovac and my booster shot is Pfizer, how long I need to be quarantine?
A. You need to quarantine for 7 days. However if you submit a negative test result to MHLW on or after third day from the entry to Japan, home quarantine can be shorten after the MHLW confirms the test result. Q. I have completed my booster shot (Pfizer or Moderna) and travelling with my unvaccinated child, does my child need to be quarantined separately for 7 days?
A. No. Since you as a guardian already completed your booster shot. However, your child have to stay with you all the time.

Q. Is Malaysia Vaccination Certificate (MySejahtera) recognised by the Japan Government?
A. Yes, it is recognised by the Japan Government. You may show the digital certificate but it is advisable to print a copy of your Vaccination Certificate.
