Lecture by Ambassador Shikata at National Resilience College of PUSPAHAMAS
2026/5/12
On 6 May, Ambassador Noriyuki Shikata delivered a lecture on Japan–Malaysia relations to senior officers at National Resilience College.
The participants are scheduled to visit Japan soon for a study programme, and the lecture provided a valuable opportunity to make their upcoming visit to Japan even more meaningful.
In his lecture, Ambassador Shikata noted that cooperation between Japan and Malaysia has been advancing across a wide range of fields, including the economy and culture, and stated that one of the key driving forces behind this progress is people-to-people exchange. In particular, he highlighted that many Malaysian students study in Japan each year under the Japanese Government (MEXT) Scholarship Programme, where they not only acquire knowledge and technical skills but also deepen their understanding of Japanese culture and language before going on to play active roles in various fields in Malaysian society. He emphasized that this has greatly contributed to Malaysia’s development and to strengthening the foundation of Japan–Malaysia friendship.
Ambassador Shikata also referred to cooperation through the transfer of defence equipment and technology as one of the priority areas under the “Updated Free and Open Indo-Pacific” (Updated FOIP) announced by Prime Minister Takaichi on May 2. In this context, he expressed Japan’s intention to advance concrete projects related to defence equipment and technology transfer in order to contribute to the modernization and resilience enhancement of the Malaysian Armed Forces.
Furthermore, noting that Malaysia is one of the first recipient countries of Japan’s Official Security Assistance (OSA), Ambassador Shikata emphasized the importance of further strengthening Japan–Malaysia cooperation in the field of defence as well.
